Abstract

The article studies the reform carried out by Decree-Law 7/2018, of July 27, to legally develop a health policy aimed at achieving a universal health model. The measures introduced and the objectives pursued are analyzed, particularly the extension of the personal scope about the right to health care and the harmonization of the different regional regulations. The difficulties to reach the foreseen objectives are revealed as a consequence of the inaccuracies of some precepts of the Decree-Law and of the possibility of interpreting restrictively some of the requirements established to exercise the right to health care.
