Abstract

“Shared administration” is a new model for public administration focused on cooperation between citizens and local institutions. Its main aim is the care of the commons. In Italy this model (which supports and does not replace the traditional one based on the exercise of administrative power) finds its legitimacy in the constitutional principle of horizontal subsidiarity (art. 118, last paragraph) and is implemented through a standard municipal regulation which has been adopted by many local authorities in the last three years. In the essay the most innovative measures of such regulation will be analyzed, such as the so-called “Collaborative Pacts” for the care of the commons. Furthermore, the positive impacts generated by Shared administration will also be highlighted, such as the strengthening of community bonds and the sense of belonging, as well as the enhancement of social capital and trust.
