Abstract

Water management must be done in the natural framework of river basins through appropriate institutions. The Hydrographic Confederations, created in 1926, represent the great institutional heritage that single out the Spanish water management model. Their guiding principles (management through basin, just one water authority, comprehensive planning, interested parties involvement, autonomy of management) have become an internationally imitated model. Paradoxically, the recent reforms in the statutes of autonomy may produce the fragmentation and disintegration of the management through basin, due to the incomprehension and the unjustifiable self-emptiness of constitutional State powers.
