Improper uses of Non Developable Land: the territorial distribution of the "Declarations of Community Interest” (DIC) of the Region of Valencia

The Declaration of Community Interest (DIC) is a legal figure of the Region of Valencia (Spain).
In an exceptional and restrictive manner, it enables urbanized land use to be located on non developable land. The territorial distribution of the approved DIC – as a whole and according to the different types permitted by the regulations – is analyzed at the county level, although with frequent references to the local level. The objective is to explore the explanatory factors of this distribution. The typology of the DIC in different counties has allow to recognize areas with similar characteristics. The conclusions confirm the hypothesis of a lax application of the regulations because priority has often been given to the possible economic benefits for municipalities and developers rather than to the general interest of maintaining the territorial function of non developable land.
