Strategic Outline of the Environmental Impact Assesing/Measuring proper to PEIT

The paper argues that that the change of government brought about by The General Elections of March 2004
set going an urgent drive to come up with a fresh infrastructure and transport policy. This process resulted
in the approval of the Strategic Plan for Infrastructures and Transport 2005-2020 (PEIT). The enforcement
of the SEA 42/2001/CE Directive in July 2004 urged the Ministry of Public Works to meanwhile set in motion
the drawing up of its own SEA during the period when the PEIT was being put together. This activity had
no precedent in Spain being innovative in its commitment to incorporate environmental considerations on
the part of the administration responsible for the plan this along with its declared strategic intent. The
PEIT SEA brought with it innovations as to method that sought to overcome the difficulties inherent in
assessing proper to such a very strategic and political instrument, a thing by its very nature of a very limited
concrete preciseness and thus not falling within the scope of conventional working methods for the measuring
of environmental impact.

With the aim of promoting the dissemination of knowledge, CyTET joins the Open Journal Access (OA) movement and delivers all of its content to various national and international indexes, repositories and databases under this protocol; therefore, the submission of a work to be published in the journal presupposes the explicit acceptance by the author of this distribution method.
Authors are encouraged to reproduce and host their work published in CyTET in institutional repositories, web pages, etc. with the intention of contributing to the improvement of the transfer of knowledge and the citation of said works.
