Abstract

The author sees the question of how best to answer the demand for public housing on the part of lower
income sectors of the population as having been one of the major policy challenges to be met in France from
the Eighties up to the present. The Act of the 31st May 1990 known as Beson´s Act after he who was minister
of housing at the time establishes “a right to a roof” insomuch as it aimed to guarantee access to and
permanence in Housing adequate to their needs to the less favoured.
