Development Agencies and Territory: The Basque experience

Abstract

First, the paper sets out to explore the Basque Country 's Industrial Policy promoted by both the regional agency SPRI and an increasing number of local development agencies. SPRI's attentions do not however reach down to the many micro-enterprises that are strategically necessary within the perspective of generating employment. Notwithstanding, the growth in the number of local agencies is felt to be correcting this short fall, albeit their effectiveness is limited by their shortage of qualified human resources and insufficient budgets. It is thus here argued that these local agencies should be assisted by the regional SPRI agency in shaping and co-ordinating their activities so as to ensure their effectiveness. The findings drawn from interviews with personnel from the agencies is offered.
