Abstract

The author feels that half a century is time enough for an appraisal to be made of regional development policy in Latin America. As to regionalization, decentralization and in-territory development, the triple hard core of the issue, he feels the results to be shaky at best, regionalization being scant, decentralization incipient and development, as such, ungraspable. Here, as in other works, the author sees in this a lack of sound scientific grounding and the incapacity of society at its local level to draw together and come to general agreement and blames this poverty of intellectual means and incapacity to master the consequences of power for this state of affairs. Those examples of successful regional development in the area in question are felt to but strengthen the author 's analysis of the general situation.
