Abstract

The new Bill is here seen to bring in great changes in the basic criteria behind legislation as to land and greatest amongst these is that which seeks to bring the value ascribed to any land as closely into line with its true market price as is legally possible i.e. that land under compulsory purchase orders should be compensated for with that commodity most closely equivalent to it as to place and nature. The paper reviews the changing grounds for Land Assessment hitherto adopted by earlier legislation, underlines those proper to the new Bill and goes into the methods used for coming upon its close matching of value and price opportunity, methods whose guiding light is here said to be the attaining of that which all would hold to be a fair price, the lightening of the city and territorial planning administrative work load and the clearing up of the situation of conflict arising from previous rulings being so distanced from realities.
