Urban planning economic viability and sustainability: ¿Two requirements or a different approach?

Abstract

The economic sustainability of urban planning, incorporated by the Land Law (2007), and the redefinition of economic viability by the Urban Rehabilitation, Regeneration and Renewal Law (2013), requires reformulating the conditions and objectives of the urban action. The authors argue that the classic economic viability is nothing but unsustainability and a barrier to urban intervention on the existing city. Consequently, the requirements of the Economic Sustainability Report (ISE) and the new Economic Report of Viability in the existing city interventions (MEaMU) represent a paradigm shift that, although still unaccepted and to be adapted by the Regional Governments considering the Constitutional Court Sentence STC 143/2017, is necessary for the present and future of the urban action.
