Abstract

This paper sets out the purpose, methodological planning and results of an R&D task for a
provincial authority and a research project: the landscape catalogue for the Alava Plain. The general
objective focuses on compiling a catalogue with a view to protecting, planning and managing the
landscape of this historic district, in accordance with the European Landscape Convention. This paper
uses an integrated landscape-valuation methodology, arrived at through public-participation
mechanisms. It is based on methodologies applied previously in the United Kingdom, Catalonia and
the Alava part of the Rioja region, but with previously unpublished original material. As a result of the
technical work and participation mechanisms, 96 general guidelines are established, but also
landscape units where DAFO diagnoses are performed. Targets are also proposed, which, in turn and
once made compatible, can become landscape guidelines that subsequently should be implemented
in different plans at different scales: regional, district and local.
