Spatial Clanning of Tourism in Island Spaces

Abstract

Insularity constitutes a feature of territorial identity which, in turn, is considered as a
basic, limiting and differential conditioning factor for tourism-related spatial-planning processes.
This determines the need to for instruments adapted to it to be enabled. The purpose of this paper
is to analyse the strengths and weaknesses of Special Island Tourism Territorial Management Plans,
which have been considered, at least in theory, as the instruments for tourism planning in the island
spaces of the Canary Islands. However, the delay in approving them and, above all, complacency,
lack of action and apathy when it came to implementing the determinations of those approved has
turned them into “paper plans”. A systemic research method based on observation, measurement
and interpretation has been applied, enabling us not only to examine the design, execution, effects
and usefulness of these planes, but also to make an evidence-based value judgment as to their
efficiency.
