Land allotment in Mozambique: from ‘rural settlements sprawl’ to the selling of ‘land use’

Abstract

The paper point out the reality of Mozambique today, in terms of urban division, use and
property of urban land, since the only legislation of the country provides for the gratuity of ‘land
use’, making Mozambique a very special case -maybe the only one worldwide.
The paper addresses at first some aspects, which the authors consider to be essential: the present
situation regarding housing in Mozambique, as well as descriptions of what the authors mean by
‘Basic Habitability’,‘Guided Occupation Programs’ and an approach to the state of the art of the
complex issue of land ownership versus the great pressure of growing urbanization.
Key contributions to the work, as a consequence of the limited specialized literature on the subject,
are a set of interviews conducted by the authors with professionals in Mozambique, which in some
way, are or have been key players in the development and training of the theory of land division in
Mozambique.
