Spanish Autonomous Communities Planning Law: an overall vision

This article offers a tight synthesis of the guiding principles of the urban planning legislation of the Autonomous Communities in relation to the basic state legislation on land use. The evolution of the autonomous urban planning regulations has been conditioned, on the one hand, by the jurisprudence of the Constitutional Court, which, since 1997, has been delimiting the areas of competence. On the other hand, the basic legislation of the state has been establishing its imprint and the adaptation of the Autonomous Communities to it is not always an automatic process marked by districts, institutional and political rhythms. The timelines that we offer in the document show this complex era of comparative urban planning in which we find ourselves.
