Abstract

San Sebastián has been formed, as a modern city, on the support of the near area that was a
part of the same political territory, Gipuzkoa, reduced in length and dotted with cities. Railways
and roads activated, each in their way, complements and urban dependences woven through
time, as the basis of an attractive intermediate capital city in the bottom of the Gulf of Biscay.
The customs abolition in the 90,s, due to the EU treaties, has raised the prospect of integration
with the urban system of the nearby French city of Bayonne, constituting a cross-border Eurocity
accumulating both the urban capital of Gipuzkoa and the one of the adjacent Labourd at the SW
of France.
