Renting: an issue as yet unresolved for Spanish housing policy

Abstract

The paper explains why in 1985, the rented housing market in Spain was completely deregulated
to the purpose of increasing the provision of privately rented housing. The scarcity of social housing
was, among others things, the hidden problem to be met by changing the regulation of renting on
this unbalanced market. 25 years later, the positive outcome expected from this liberalization is still
to make itself patent. In the wake of the economic downturn a vast and unsatisfi ed demand along
with a huge problem of housing affordability are here still held to persist.
In this context, the object of this paper is thus twofold: fi rst, to present the main arguments proper
to any academic debate on the trend of tenure at the European level, paying special attention when
doing so to the diminishing social housing sector on offer. Second, the paper aims to evaluate the
current situation in the rented sector in Spain in the light of to the principle data to hand. Specifi c
measures taken to stimulate the Spanish rental sector are then discussed. Finally, some thoughts
are offered towards considering the rented market as a candidate for being understood as a proper
part of social housing in Spain.
