Abstract

The paper sets out to analyse the residential differencing process in Bilbao during the 90s and early
years of this century. City planning thought during this period is here seen to have been grounded
upon entrepreneurialism or economic opportunism, ideas that led to a concentrating of major
planning projects with strong fi scal overtones in very specifi c and carefully chosen zones in the city
centre or on its waterfront that sharpened its mosaic nature and strengthened inequalities in its
overall city space complexion. That there was major urban growth and change is here considered
unarguable but that this was not uniform and marked with imbalances as much so. It is the authors´
belief that uncovering the processes behind differencing and the typology to its social and residential
nature through a study of the Population and Housing census returns for 1991-2001, a time during
which the city was moving from being one in industrial decline to another seeking its place on the
World Cities Market, is of great importance for any understanding of the impact of this regenerative
and revitalizing aimed strategy upon the social segregation in terms of housing in the city.
