Abstract

The paper offers a study of the genesis and subsequent development of the favela as within the overall
urban development of Rio de Janeiro and thus of the question of the relevance of such settlements to the
general history of popular housing within the city. The study offers a potted history of the favela of this city
from its first appearance, its upsurge then on through to the present day in an attempt to understand how
and, more important, why it came about in the first place and then spread so rapidly and why in Rio so
especially during the last century. The paper also aims to lay bare how the official attitude to the phenomenon
has swung from one contradictory stance to another —its elimination as against its planned urban
rehabilitation— throughout the city’s evolution and how such sea changes run parallel with policies of
greater or lesser democratic liberties.
