Urban planning tools for controlling the real estate market: achievements and failures

Access to housing remains one of the main problems facing cities. Despite the divorce between housing policy and planning, it is impossible to tackle the problem without adequate coordination. Speculation has been a recurring theme in the design of urban and territorial policy in Spain. Whatever the political approach, the price of land and housing has given rise to the design of specific urban planning tools aimed at least having an impact on the market, with one result or another: transfer of land use in new developments, Municipal Land Patrimonies, land classification and building reserve for subsidized housing or right of first refusal, among others. The aim of this article is to analyze the evolution of these tools, their relationship with the market and their impact on it.
