Urban regeneration in vulnerable neighborhoods: tensions between the physical and the social dimensions in the case of Otxarkoaga, Bilbao (Spain)

This article aims to retrieve some of the most relevant contributions within the framework of a competitive project related to a previous work on urban regeneration policies in vulnerable neighbourhoods of Barcelona and Bilbao between 2019 and 2022. This article focuses on a series of interviews with municipal urban planning technicians and representatives of local entities (entrepreneurs association, gypsy association and neighbourhood association) from Otxarkoaga neighborhood in Bilbao. The objective is to present some conclusions drawn from the qualitative analysis around the dimensions of urban vulnerability from the perspective of the interviewed actors. These are mostly linked to how residents live and represent the processes of segregation, as well as the needs, difficulties and demands of intervention for the rehabilitation of buildings and the urban regeneration of Otxarkoaga neighbourhood.
