Small Cities and Conurbations in the Iberian Peninsula: Identification, Dynamics and Strategies

This paper is a continuation of two previous publications on large and medium-sized cities in
the Iberian Peninsula’s urban system, considering the cities and conurbations at a basic level in Spain,
Portugal and Andorra. With this objective, the study has been based on statistical indicators, reports and
monographs, the application of Google Earth images and multiple field visits. The core content analyses
terminology that is the subject constant debate and the thresholds of this urban level; its identification
and characterisation in terms of the types of political capital, district seats, market towns, border towns,
industrial towns and tourist resorts, as well as a number of development challenges and strategies. The
paper concludes prospectively by addressing the scenarios of the urban system and the role that small
cities may play in the organisation of the polycentric European city system.
