Public-private collaboration for the provision of affordable housing in Spain in the second third of the 21st century

This text analyzes the strategic and practical dimensions of public-private partnerships (PPPs) in affordable housing in Spain. It advocates for strong public leadership, drawing on Mazzucato’s “entrepreneurial state,” and critiques models that privatize gains while socializing risks. Using European cases (Austria, the Netherlands, and the UK), it highlights the effectiveness of non-profit institutional providers under strong public oversight. It reviews Spanish experiences like VISESA-ALOKABIDE, SBD Lloguer Social, and Habitatge Metròpolis Barcelona, contrasting them with the shortcomings of Plan Vive Madrid. The conclusion calls for a coherent national policy with balanced, sustainable PPPs rooted in public expertise and leadership.
