Abstract

The Act on the Promotion of Personal Autonomy and Care for Dependent people passed in 2006 is the first subjective right in Social Services in Spain. It recognizes the role of caregivers and promotes gender equality. But the application of restrictive policies has transformed the intended meaning of the law and its management is deepening the asymmetry of gender relations, resulting negative for women. Our research hypothesis is that the economic benefit of the law acts as a minimum income of insertion in the families with fewer resources, with the objective of satisfying their elementary needs, apparently by a political strategy. We analyse the different social actors: right holders, caregivers and the role that the State plays in the management of the law.
