La doctrina de la seguridad humana en la política exterior canadiense

La multitud de cambios en el escenario internacional durante la década de los noventa tuvo un gran impacto en la labor intelectual dentro del ámbito de las relaciones internacionales, así como en los procesos de decisión en materia de política exterior de todos los estados-nación. Uno de los temas más difíciles de redefinir, y de dotar de un sentido congruente con las necesidades internacionales de aquel momento, fue el de seguridad. En el caso canadiense, el ministro de Asuntos Exteriores, Lloyd Axworthy (1996-2000), convencido que, con el fin de la bipolaridad, los retos a la seguridad se habían traslado de una lógica meramente estatal, a otras preocupaciones más relacionadas con el bienestar de los individuos, se dio a la tarea de impulsar, como parte de la política exterior de este país, el concepto de seguridad humana.
