Unveiling educational practice in Primo de Rivera's Spain through the First Education Inspectorate (1923-1930)

Abstract
The dictatorship of Miguel Primo de Rivera (1923-1930) represented a period of authoritarianism which, in terms of education, translated into the desire to put an end to illiteracy, the improvement of schools, and the ideological and professional control of the inspection of Primary Education. However, in order to carry out these measures, the Directory set out to make an radiography of the state of education in Spain, and to this end, by means of the Royal Order of 29 August 1924, ordered the inspection to draw up a series of reports on the situation of schools throughout the country. In order to contribute to the historical-educational study of this period from the perspective of educational practice, we use the analysis of these inspection reports, a new source until now unpublished. To this end, the historical-educational method is used, employing the technique of content analysis in three fundamental areas of early education: literacy and school absenteeism, the ideological control of the regime and the professional identity of the educational inspection. The conclusions allow us to see that the inspection reports constitute a historical source with an important potential for the study of educational practice. In them, we can perceive the high rates of illiteracy and lack of school attendance —derived from child work and the lack of social consideration for education on the part of families—, the punitive nature of the dictatorship towards those professionals who did not defend the unity of Spain and the castilian language, and the professional redefinition of the educational inspection, which for the first time had a superior, military figure in charge of supervising its own activity, and which would find in the orientation and guidance of teachers a new perspective for its professional performance.
