Abstract

This paper maintains that the spanish Constitution demands to the public powers to assure the social and territorial cohesion in differents ways, also through the creation of infrastructures. Savings banks, in the spanish legal framework, are mainly controlled by the different Administrations, as we can see when reviewing the composition and election of theirs director’s and control’s boards. Savings banks are also comitted to returning their benefits in social or benefical activities. Therefore this work analyzes the possibility that this social mandate could lead to the financing of public infrastructures.
