Abstract

Seeing the reform of the local regime in terms of what is possible entails accepting the characteristics of 21st-century administrations and the political status-quo in Spain. From this viewpoint, the article defends the techniques of providing guarantees for local autonomy, strengthening intermediate levels to help cooperation and bring parliamentary rule to local government. The regulations on local regimes in the reformed Regional Charters led to a degree of interiorisation of local devolution within the Regions and diversification of the intermediate-level organisations. The metropolitan reality of large towns introduces an element of asymmetry in the overarching model.
