Abstract

The life of a great jurist, Roman Herzog, also an influential politician in Germany, is the subject of this article. His reflections help understand important problems in public law at the end of the 20th and beginning of the 21st centuries. Issues come up such as the way the Bundesrat, the German Constitutional Court and the Länder administrations work, from the viewpoint of a man who had been minister, judge and president of the Federal Republic.
