Abstract

This study analyzes the changes in the management competence of an issue of unquestionable local interest, namely, social services, after the adoption of Law 27/2013 of 27 December on the rationalization and sustainability of local government. On the one hand, this article investigates the changes that this law introduces in the general competential framework ruled by Law 7/1985 of 2 April, which regulates the bases of local government, and its impact on this particular realm, showing the substantial minorization experienced by the local autonomy with this reform. On the other hand, this study highlights the difficult Constitutional adaptation of the distribution of competences between Autonomous Communities and local bodies after the regulations carried out in 2013. Also, this paper highlights the difficult articulation which, under this new legal framework, municipal social services have in the current economic and social context.
