Abstract

The local civil service should be based on the constitutional autonomy of the local Administration. As a first consequence, the legislation of both the State and the Autonomous Regions must confer powers on the civil service to the local governments. Secondly, the local autonomy informs the local normative powers about the constitutional principle of statutory law. To do so, the State and the Autonomous Regions must not only lay down the «statutory law of the local civil service» but also must restrict themselves to that «statutory law», allowing the local governments to implement it.
