Mortgaged peripheries: the impact of the FHA (Promotion of Insured Mortgages) on the urban growth of Havana (1953-1963)

The urban expansion of Havana in the 1950s was catalyzed by the Mortgage Insurance Law-Decree of 1953, Cuba being one of the first Latin American nations to institute it. Known as FHA (Promotion of Insured Mortgages), it financed in installments the accelerated construction of houses in thirty urbanizations on the urban periphery, marking a takeoff of the real estate market in the decade. The study of the historical conditions that motivated its origin and repeal ten years later, and of the urban factors linked to the location of its residential developments, allows us to conclude that this constructive-legal and financial mechanism left for Havana an urban-architectural legacy that deserves be studied in depth. The research, of a historical nature, based its results on primary sources of information and field work.
