Abstract

The article analyzes the interactions between the State and postindustrial societies in a crisis and disaster
management setting. Drawing on concepts such as ‘‘risk society’’ (BECK, 2001) and ‘‘technical democracy’’
(CALLON & al, 2001), it examines the techno-scientifi c controversy the came in the wake of the Quebec ‘‘Ice
Storm Crisis’’ (1998). The authors point out that although it is widely assumed that citizens play an essential
role in the political transformations undergone by advanced democracies, this role remained insuffi cient
then because the State was effective in managing that crisis. The paper concludes that the analysis made
high lights the principal socio-political issues and questions related to the contemporary State’s legitimacy
to act when faced with crisis and disaster management.
