Abstract

The paper aims at an analysis of Land Planning policy in the light of Local Agenda 21 that sprang from the
1998 Declaration of Concord as to the Sustained Growth of Vitoria/Gasteiz. Among other headings, those of
urban pollution, traffic, transport, water, the natural environment and biodiversity are here considered in
order to demonstrate the initiatives in these fields undertaken for this Basque Capital and which have
earned it the right to claim for itself a warrantable ecological standing. The paper is rounded out by a listing
of the short-falls to date and less happy aspects of this city and territorial land planning along with a mention
of future projects.
