Building Urban Planning Practice in Spain: the case of Castilla-y-León

Urban planning was one of the first powers devolved to the 17 Spanish Regions more than 40 years ago. Since then, they have sought their place between local and central powers, between municipal prominence in decisions on land use, and the influence of the central government in taxation and infrastructure deployment. After a period of inertial practice, in 1997 the Constitutional Court forced a regulatory process to be addressed by the Regions, which has become widespread, maybe with some excess. And in the following years, Jurisprudence and the Academy have called for regional planning with limited success. In this text the case of Castilla-y-León is used as an example and mirror of other Spanish Regions, evoking the evolution of approaches in different periods.
