Las comunidades autónomas y la UE desde una perspectiva teórica: ¿superando los enfoques existentes?

Este artículo reflexiona sobre las lecciones teóricas de los resultados obtenidos de nuestra investigación sobre las reformas de la Conferencia para Asuntos Relacionados con la Unión Europea (CARUE) entre el Estado español y las comunidades autónomas. Para ello, se empieza por explicar las premisas teóricas y metodológicas sobre las que se ha basado el proyecto de investigación, para después resumir los resultados más destacados, prestando especial atención a la cuestión de si estas reformas han empoderado o no a las comunidades autónomas como actores dentro del marco de la gobernanza europea. Por último, se utilizan estos resultados para reflexionar sobre los enfoques teóricos dominantes en torno a la cuestión del papel de las regiones en la gobernanza europea; la conclusión es que, para abordar con éxito esta cuestión, un modelo teórico debe ser sensible a las variaciones nacionales y a las inercias históricas.
