Santuarios urbanos y el derecho al tránsito: migrantes en tránsito por Milán

Este artículo se centra en la política que implementó la ciudad de Milán para lidiar con el aluvión de migrantes que cruzaron la ciudad de camino hacia Europa Central a partir de 2013, procedentes principalmente de Siria y el Cuerno de África. Para entender la respuesta de la ciudad a esta oleada migratoria, se llevó a cabo un estudio de caso cualitativo con entrevistas a voluntarios, empleados públicos, asesores jurídicos y refugiados. Como resultado, se discute la actuación de Milán en el marco de la expansión de las políticas de las ciudades santuario en Europa durante el período de la «crisis migratoria». En concreto, veremos que esta actuación –el sistema profughi (2013-2017)– constituyó una alternativa a las políticas nacionales e internacionales sobre migración en tránsito, en términos de derecho, relato e implementación, al apoyar el derecho al tránsito y cuestionar las políticas europeas e italianas sobre la materia.
