El sistema europeo de acogida y sus condiciones en tiempos de COVID-19: gatopardismo y efecto placebo

Desde el inicio de la emergencia sanitaria de la COVID-19, la UE y los estados miembros han promovido numerosas medidas para controlar su impacto en el sistema de acogida europeo. La mayoría de los cambios legislativos propuestos a nivel nacional se han centrado mayormente en afrontar la excepcionalidad de la situación. Pese a las numerosas medidas, se han evidenciado y han quedado sin resolver los problemas preexistentes e inherentes a la deficiencia estructural del proceso de asilo. Este artículo plantea un análisis crítico-normativo sobre las condiciones de acogida y las medidas específicamente implementadas a nivel europeo a partir de 2020. Todo ello, con el objetivo de identificar cuáles han sido las tendencias (gatopardismo/efecto placebo) y analizar las oportunidades perdidas en la implementación práctica de estándares adecuados de acogida en función de las circunstancias y singularidades de cada Estado miembro.
