Abstract

One of the main effects of the 2009 crisis has been the questioning of many public structures in a context of budget cuts. The regional Ombudsmen have not been an exception and a number of them have been canceled. In this article we reflect on their purpose and operating guidelines. Ombudsmen must have a politically independent profi le and carry out their functions effectively. We aim to highlight their strengths and weaknesses, confirming that they cover a space that no other institution does. They also provide a channel of free claim, with few formal constraints, and wide opportunities to influence public policies, discretionary powers, and regulatory making.
