Abstract

The article deals with two types of internationalisation: first, internationalisation as a result of international administrative cooperation (e.g. in police law, social welfare law and transfrontier activities of neighbouring municipalities) and, second, internationalisation through formation of complex international regulatory structures (e.g. WTO, UN Framework Convention on Climate Change). The different legal mechanisms granting democracy and rule of law are analized. The Nation States still remain the most important actors in these fields. It is their treaty-making power that is to guarantee elementary standards of good administration. The main objective pursued by this article is to find principles, such as fairness, transparency, judicial review and participation, which can be understood as a new «International Administrative Law»
