Abstract

The article analyzes two Spanish Supreme Court’s decisions of November, 27 2006 regarding the Spanish Government’s decision of moving the Telecommunications Market Commission from Madrid to Barcelona. The work deals with the role of administrative procedures in relation to the right to a good administration and to quality discretionary decisions using this specific case. Thus, it is considered the responsibilities of legislative branch, executive (with references to the new Agency for the Evaluation of Public Policies and Services) and judicial review in order to get good administration.
