Abstract

Tension between history and Constitution has been a constant along the different Spanish Constitutions. That tension has specially been reflected in the legal and constitutional system for Navarra and the Basque Country. Spanish Constitution of 1978 looked for a solution of integration in its first additional provision. The development of Constitution and Statutes of Autonomy has impelled legally the so called historical rights. Besides, history has reawakened as a subject of political legitimacy. The consequence has been that Statutes of Autonomy have included new historical rights and underlined history for legitimizing autonomous self-government.
