Abstract

The National Commission on the Postal Sector (CNSP) has been created by Act 23/2007. The CNSP is an independent agency with wide competences (market entry, network access, prices, quality of service, universal service, user protection, etc.) and wide powers (rule making, inspection, sanctions, etc.). The CNSP fully fulfils the community requirements to separate the management and the regulation and to ensure the independence of the regulator against the service providers, in particular those controlled by the State.
