Abstract

Public Sector Contracts Law 30/2007 (LCSP) brought in new rules on the contract practices of parties in the public sector. One of the main new developments of the LCSP was to alter and broaden the application of the law, to bring it into line with EU Directives and include any party belonging to the public sector. In view of the broad interpretation of the terms used in the LCSP, this paper analyzes, in particular, whether the LCSP must be considered to apply to Chambers of Commerce and, as a result, they must adapt their contract practices to conform to that law.
