Abstract

The Report on Spain by Santiago Muñoz Machado raises the crisis of the State in Spain. This crisis has special significance in the territorial structure of the State. The present work is an analysis of the diagnosis provided by Muñoz Machado and, at the same time, a dialogue with the Report in regards to subconstitutional regulation of the Autonomous Communities, to the distribution of competences model and their organization.
