Abstract

This article approaches a critical and updated review on Spanish local broadcasters Law. From an evolutionary perspective, in its first part it discusses the most relevant aspects of their legal status: the acceptance of local television broadcasting as a social and economic phenomenon and the regulatory and administrative difficulties for its implementation, legal possibilities and limits in networking and syndication and, in general, all specific changes arising for this sector from the adoption of the Audiovisual Communication Law on 2010. The second part of the paper focuses on the analysis of some problematic aspects of the legal status of these providers, such as electoral advertising or the clarification of the public competence to exercise disciplinary powers on the service, concluding with a detailed study about the —at least for now— underdeveloped Spanish Community media.
