Abstract

The controversial «utensils» tax was collected irregularly until the reign of Charles III, when a renovation process was opened. It included regulatory changes, new collection and administration formulas, the updating of he vecindarios and a greater dialogue between state agents and local authorities. The changing process was also linked to the incorporation of the ecclesiastical statement to the taxpayers’ group and to the constant appeals to the achievement of a greater fiscal equity, noting some changes that impacted positively on a portion of the population. A series of factors, added to the reform, made the collection higher than the previous decades.
