Abstract

Institutional learning is currently regarded as one of the main foundations of successful policy-making concerning
innovation policies, especially in peripheral regions. However, literature is traditionally more focused on the analysis of the components and interactions in innovation systems. The main aim of this paper is to analyse the historical evolution of the institutional learning related to the innovation policy formation in the Spanish peripheral region of Galicia between 1981 and 2020. The methodological framework is based on the study of minutes and reports from different departments and commissions in charge of innovation policies. This information was collected from the Archive of Galicia, the Galician Innovation Agency (GAIN) and relevant literature in this field. Empirical evidence underlines the critical influence of different levels of government in the regional one. Furthermore, the regional government is regarded as a reactive policy agent in innovation policy during the whole period.
