Abstract

The purpose of this research is to explain the behavior of public spending on education and health by departments in Colombia, during the period between 1918 and 1973. This research presents a new series for public spending on health and increases the database for spending on education. The hypothesis suggests that dedicating more resources to education and health should contribute to reducing the regional human development gap in Colombia during a historical period marked by important changes. To fulfill this purpose, the departmental convergence was evaluated but it is not conclusive: there is divergence in the case of health. A panel model was estimated to find the determinants of these departmental expenses. In this case, there is a relationship
between public spending, tax revenue, gross schooling rate and the mortality rate. In other words, efforts were made but they were not enough to help break structural social inequalities between departments.
