Abstract

This article examines the use of public works as a means of dealing with the economic crisis in Biscay during the Second Spanish Republic, focusing on the public works policies aimed at mitigating the unemployment crisis that were implemented by the three Managing Commissions that led the provincial government from 1931 to 1936. It analyses the priorities and criteria of the three commissions and the policies they implemented. In addition, it aims to assess how effective these measures were and whether the use of public works had any significant effect on the unemployment rate.
