This article is a study of the policies developed by Henry Kissinger towards Spain during the period 1969-1977, first as National Security Adviser and later as Secretary of State, under the presidencies of Richard Nixon and Gerald Ford. It argues that, given Kissinger’s geostrategic outlook and political priorities, both administrations were mainly concerned with the need to guarantee their continued access to Spanish military bases. As a result, they continued to have close ties with the Franco regime while at the same time seeking to invest in the future by expressing support for Juan Carlos, a policy which ultimately limited their ability to make a major contribution to Spain’s transition to democracy.Downloads
